The police, DAs, and judges all tell us that crime does not pay,
but what they don't tell you, is that this only applies to the criminals. It
pays exceedingly well
if you are a police officer, a DA, a judge, a court official, or prison
guard or official.
The Cui bono principle in law basically asks who profits from the crime. Who had the motive for the crime? In the case of the Framingham police, DAs, judges, court officials, prison guards, they all have powerful motives to do whatever is necessary to keep the flow of petty criminals flowing thru the criminal justice system to fund their paychecks. It becomes important to fund their retirement. Crime is a gold mine , where the criminal gets the shaft and all the criminal justice people get the gold. The real beauty of the system is that taxpayers are too stupid to see the ripoff. The Commonwealth of Massachusetts spends way more on criminal justice activities than it does on education.
